To stay compliant for remote jobs that could be hired anywhere, you can choose any one state where they believe there will be qualified applicants. Most companies just choose the location of their headquarters for simplicity. The one caveat is that some state job boards require the company to have a physical location in the state in order to post there, so if you have no physical locations there, those states will not be an option.
